The UK Department of Health's Rolleston Committee report in 1926 established the British approach to heroin prescription to addicts, which was maintained for the next forty years: dealers were prosecuted, but doctors could prescribe heroin to addicts when withdrawing it would cause harm or severe distress to the patient
